Disabled man accuses East Los Angeles property owners of discrimination

LOS ANGELES — A paraplegic California man is suing East Los Angeles property owners, alleging disability discrimination and failure to uphold Americans with Disabilities Act regulations.

Chris Langer filed a complaint on Oct. 16 in U.S. District Court for the Central District of California against Richard E. Flores, Norma G. Flores, Nancy R. Avila, Jorge Humberto Parra-Carrillo and Does 1-10, alleging they failed to provide full and safe equal access to its facilities.

According to the complaint, in December 2016, Langer was at the defendants' El Pueblo discount store to shop. The suit says he encountered architectural barriers that denied him full and equal access to the property on 5941 Whitter Blvd., which caused him difficulty and frustration. 

The plaintiff alleges the defendants failed to ensure that accessible facilities were available and ready to be used by persons with disabilities, and failed to make alterations to accommodate all invitees including persons with disabilities.

Langer seeks trial by jury and seeks judgment against defendants for damages of at least $4,000, injunctive relief, attorney fees, litigation expenses and costs of suit. He is represented by attorney Isabel Masanque of Center for Disability Access in San Diego.
