Vallejo police officer accused of violating suspect's civil rights

SACRAMENTO — A California man is suing a Vallejo police officer, alleging excessive force and violation of the plaintiff's civil rights.

Deshawn Cathey filed a complaint Feb. 20 in U.S. District Court for the Eastern District of California against city of Vallejo police officer Jodi Brown, alleging false arrest.

 According to the complaint, on April 3, 2014, Cathey was subjected to extreme pain, numbness and bruising as a result of Brown's unlawful conduct in arresting the plaintiff without any probable cause. 

The plaintiff alleges Brown subjected Cathey to an unlawful personal stop, detention, search and arrest and excessive/deadly force when she immediately placed Cathey in tight handcuffs.

Cathey seeks trial by jury, compensatory and punitive damages. He is representing himself.
