Man claims Sacramento Police Department isn't investigating alleged criminal behavior

SACRAMENTO – A Sacramento man alleges the city's police department has not investigated numerous police reports he has submitted regarding alleged crimes.

Jamal A. Jenkins filed a complaint on Feb. 23 in the U.S. District Court for the Eastern District of California against Sacramento City Police Department and Bob McCloskey alleging violation of his civil rights.

According to the complaint, the plaintiff alleges that between June 25, 2016, and Feb. 18, 2018, he has been a victim of an ongoing series of crimes. He alleges these crimes include conspiracy, terrorist threats, petty thefts and trespassing. He alleges he has provided the Sacramento City Police Department "with incontrovertible evidence that the crimes are occurring" but that the defendant "refuses to stop the criminal behavior that this plaintiff is a victim of."

The plaintiff seeks declaratory judgment, restoration of his rights secured under both the United States and California Constitutions, award of damages, litigation costs, expenses, pre- and post-judgment interest, and such other and further relief as the court may deem just and proper. He is representing himself.
