SAN DIEGO – A Chula Vista veteran alleges he was not selected for a position because he is African-American.

William C. Owens filed a complaint on Aug. 8 in the U.S. District Court for the Southern District of California against U.S. Department of the Navy Secretary Richard V. Spencer alleging disability discrimination and age discrimination based on race and color.

According to the complaint, the plaintiff is a retired Marine Corps veteran and retired with a 50 percent disability rating in 1999. He is employed as a supervisory contract specialist GS-1102-13 by the defendant at the Southwest Regional Maintenance Center.

He alleges on June 19, 2012, he was not selected for the position of supervisory contract specialist GS-1102-14 by the defendant allegedly because of his race, color and in retaliation for prior Equal Employment Opportunity Commission activity.

The plaintiff holds Spencer responsible because the defendant allegedly discriminated against plaintiff on the basis of his disability, race and color.

The plaintiff requests a trial by jury and seeks judgment for all damages, declaratory relief, costs of suit, and for such other and further relief as the court may deem proper. He is representing himself.
