Charges brought against San Mateo County school, theatre club for 1970s child sex abuse

REDWOOD CITY  - The City of San Mateo, the San Mateo school district and a nonprofit theater are sued in the San Mateo County Superior Court for sexual abuse of a child claims.

According to a lawsuit filed on March 24, the charges come from plaintiff Felix Montano Jr., who was a teenager in the mid to late 1970s. Montano says that, during that time, he was repeatedly sexually molested by Roy L. Casstevens, a teacher for the defendant school and a theater director for the defendant theater. 

The teacher is accused of abusing the plaintiff through fondling and oral and anal sex from 1976 to 1979 as Montano's drama instructor. According to the suit, Casstevens was investigated in the 1980s for alleged sexual abuse of another male teen. After admitting to the sexual abuse, Casstevens has lived as a registered sex offender.

The defendants are charged with negligence, negligent hiring, retention and supervision, child sexual abuse vicarious liability and intentional infliction of emotional distress.
