Cherry To, a 74-year-old resident of San Francisco, has filed a lawsuit against Wubiao Li and trustees George and Jenny Chang, alleging financial exploitation and negligence. The complaint was lodged on April 7, 2025, in the Superior Court of California, County of San Francisco. Cherry To accuses Wubiao Li of swindling her out of $125,000 through deceitful practices at his purported antique business located at 1931 Irving Street.

According to the court documents, Cherry To claims that between July and September 2024, Wubiao Li engaged in a campaign of deception and intimidation to exploit her financially. She describes Li as a "con man" who misrepresented worthless items as valuable antiques to coerce her into purchasing them at exorbitant prices. Furthermore, she alleges that Li harassed and intimidated her when she refused to provide him with more money. The complaint also implicates George and Jenny Chang for their alleged negligence as trustees of the property where Li conducted his fraudulent activities. They are accused of failing to supervise or control the premises adequately, thereby enabling Li's criminal enterprise.

The lawsuit outlines multiple causes of action against the defendants. For George and Jenny Chang, it asserts negligence for not maintaining reasonable care over their property and allowing illegal activities to occur under their watch. Against Wubiao Li, the complaint details breaches of duty such as misrepresentation and harassment leading to severe emotional distress for Ms. To. It further charges him with elder financial abuse under California's Welfare & Institutions Code § 15600 et seq., citing undue influence exerted over Ms. To due to her age.

Cherry To seeks various forms of relief from the court: general and special damages for negligence; punitive damages for malicious conduct; actual damages along with treble damages under elder abuse statutes; statutory damages; injunctive relief; attorney fees; pre-judgment interest; costs of suit; and any other relief deemed appropriate by the court.

Representing Cherry To are attorneys Richard Hurlburt and Arianna Cook-Thajudeen from Legal Assistance to the Elderly. The case is identified by Case ID CGC-25-624101 in front of the Superior Court - State of California County of San Francisco - Unlimited Civil Jurisdiction.
